When arranging an import into New Zealand, it is natural to ask your customs broker for an estimate of the clearance costs before the shipment arrives. But sometimes the final invoice can be higher than the original quote.

There can be legitimate reasons for this. Some costs are not known when the initial quote is prepared and may only arise after the cargo reaches New Zealand or is referred for further action.

Why can customs clearance costs change?

Additional costs can arise from Customs examinations, MPI biosecurity inspections, port or airline handling, storage, devanning, transport, treatment, documentation requirements or other services provided by third parties. Government charges may also depend on the particular shipment and the intervention required.

The important issue is not simply whether the final amount differs from the original estimate. It is whether the importer can clearly understand what has changed and why.

Transparency matters

At Cusmode Customs Brokers, we aim to make our professional charges clear from the beginning. Where additional third-party costs arise, we explain what those charges relate to rather than simply adding an unexplained amount to the final account.

Where appropriate, we can also provide a copy of the relevant supplier or service-provider invoice so the client can see the underlying cost. This helps distinguish between Cusmode’s professional fees, government charges and costs charged by another service provider.

Look beyond the initial quote

When comparing customs brokers, importers should consider more than the first quoted figure. Ask what is included, what is excluded, which costs are estimates and what may be charged if Customs, MPI, a port, an airline or another service provider becomes involved.

A low initial quote is not necessarily the lowest final clearance cost. Clear communication and transparent charging can be just as important as the quoted price.
