NZCS 224 Form: How to Apply for a New Zealand Customs Client Code

If you are importing or exporting commercial goods in New Zealand, one of the first questions you may encounter is: Do I need a New Zealand Customs client code?

For many businesses, the answer is yes. The form commonly associated with obtaining or updating a commercial client code is NZCS 224 – Apply for a client code or update your client registration.

What is an NZ Customs client code?

A client code is the unique identifier New Zealand Customs uses for commercial importers and exporters for Customs clearance purposes. Once issued, it should be retained and used for future eligible commercial imports and exports.

When do I need a client code?

New Zealand Customs advises that a client code is required for commercial imports and exports valued at NZ$1,000 or more. It is also required in some situations regardless of value, including importing food for sale or ingredients for food for sale, importing a motor vehicle, and exports requiring a permit.

Which NZCS form should I use?

This is where many first-time importers become confused. The correct form depends on who is importing and what is being imported.

  • NZCS 224 – commercial businesses and organisations applying for a client code or updating their client registration.
  • NZCS 224A – private individuals importing or exporting goods for their own use where a Customs Number is required.
  • NZCS 224F – businesses importing food for sale or food ingredients for use in food for sale. Food importers have additional registration requirements.

What documents are required with NZCS 224?

Customs requires supporting information with the application. Depending on the applicant, this can include valid photo identification, details of directors, partners, trustees or sole traders, and evidence of the entity name. Documents must be clear and legible.

Incomplete information, unclear identification or using the wrong form can delay the application, so it is worth checking the application before submitting it.

Can a Customs broker apply for the client code?

Yes. New Zealand Customs states that a customs agent can assist with a client-code application. Customs agents assisting customers with client codes use the Trade Single Window (TSW) process.

Already have a client code?

Do not automatically apply for another one. If your business has imported or exported previously, check your records and email first. Customs advises applicants to look for previous notification from noreply@tsw.govt.nz. If your registration details have changed, NZCS 224 can also be used to update the client registration.

Importing food? NZCS 224F is different

If you are importing food for sale, or ingredients that will be used in food for sale, do not simply complete the standard NZCS 224. Customs directs food importers to NZCS 224F, and food-importer registration requirements also apply.

Private import? You may need NZCS 224A instead

If the goods are for your own private use rather than commercial purposes, the commercial NZCS 224 may not be the correct form. Private individuals generally apply for a Customs Number using NZCS 224A where the Customs Number requirements apply.
