MPI BACC Turnaround Times: What NZ Importers Should Know

MPI has issued a 21 September 2026 Target Evaluation update covering BACC turnaround times. For New Zealand importers, this is a timely reminder that biosecurity clearance can be a separate stage from Customs clearance and should be allowed for when planning cargo release and delivery.

Why BACC timing matters

A Biosecurity Authority Clearance Certificate (BACC) records MPI directions for cargo subject to biosecurity requirements. Depending on the goods and documents, MPI may require further information, inspection, treatment or movement to an approved facility before final release.

When cargo is already at the port, airport or depot, delays in obtaining the necessary MPI direction can affect collection arrangements and may contribute to storage or other supply-chain costs.

What importers can do before arrival

Good preparation remains important. Importers should make sure their commercial invoice, packing list, transport document and any relevant biosecurity certificates or declarations are available as early as possible. The exact documents depend on the commodity and import requirements.

Where a shipment needs both Customs and MPI processing, a Customs release does not necessarily mean the goods are free of biosecurity controls.
