General Information

CUSTOMS CLEARANCE

A Customs Broker acts on your behalf to lodge import and export entries with New Zealand Customs, ensuring your goods comply with all regulatory requirements and are cleared efficiently.

While not legally required for all imports, using a licensed Customs Broker significantly reduces delays, errors, and compliance risks, especially for commercial shipments.

Typically you need a commercial invoice, packing list, bill of lading or airway bill, and any permits or certificates required for restricted goods.

Standard clearance can take 1-3 business days. Complex shipments, biosecurity holds, or missing documentation may extend this timeframe.

Customs duty is a tax on imported goods based on tariff classification. GST of 15% is also applied on the total value including duty and freight costs.

Yes, you can lodge your own import entry if you have a Customs Client Code and understand the requirements, though most businesses prefer professional assistance.

Customs may hold goods for inspection, documentation review, or compliance checks. Your broker will liaise with Customs to resolve any issues promptly.

Customs charges including duty and GST can be paid directly to Customs or through your broker, who will invoice you for all applicable fees.

BIOSECURITY (MPI)

MPI (Ministry for Primary Industries) biosecurity clearance ensures imported goods do not pose a risk to New Zealand’s unique environment and agriculture.

Food products, plants, seeds, wood products, animal products, and used equipment typically require MPI inspection and clearance before release.

An IHS specifies the biosecurity requirements that must be met for specific products to be imported into New Zealand legally.

Certain goods require treatment such as fumigation or heat treatment before import. A valid treatment certificate must accompany the shipment.

MPI officers may physically inspect goods, review documentation, and take samples to verify compliance with biosecurity requirements.

MPI clearance typically takes 1-5 business days depending on the product type, documentation completeness, and whether physical inspection is required.

Non-compliance can result in goods being destroyed, re-exported, or significant fines. Deliberate breaches may lead to prosecution.

Yes, but used vehicles must meet strict biosecurity requirements including cleaning, inspection, and may require decontamination treatment.

IMPORTING & EXPORTING

Register for a Customs Client Code, obtain an EORI number if needed, identify your product tariff classification, and engage a licensed Customs Broker.

A unique identifier assigned by New Zealand Customs that allows you to import and export goods. Application is made directly to Customs.

FOB (Free on Board) means the seller delivers goods to the port. CIF (Cost, Insurance, Freight) includes shipping and insurance to the destination port.

Certain restricted goods including firearms, chemicals, pharmaceuticals, and some food products require specific import permits from relevant authorities.

Obtain export documentation, ensure compliance with destination country requirements, lodge an export entry with Customs, and arrange freight.

A document certifying where goods were manufactured, often required to claim preferential tariff rates under free trade agreements.

International Commercial Terms defining responsibilities between buyer and seller for shipping, insurance, and customs clearance in international trade.

Import GST is 15% of the total customs value plus duty, freight, and insurance costs to the New Zealand border.

PERSONAL EFFECTS & VEHICLES

Yes, if you are moving to New Zealand permanently or returning after an extended absence, you may qualify for duty-free import of personal effects.

Household goods, clothing, personal items, and furniture owned and used for at least 12 months prior to import generally qualify as personal effects.

Vehicles must comply with NZ safety and emissions standards, pass biosecurity inspection, and be registered with Waka Kotahi before use on public roads.

Costs include freight, customs duty (if applicable), GST, compliance inspection, registration, and any required modifications for NZ standards.

Personal effects imported by eligible migrants may be exempt from duty and GST. Proof of eligibility and ownership is required.

Goods can typically remain in a Customs-controlled area for a limited period. Storage fees apply and extended delays may incur additional charges.

A detailed inventory list, proof of ownership, passport or visa documentation, and bill of lading or airway bill are typically required.

Yes, but motorcycles and boats must meet biosecurity requirements and applicable safety standards. Additional permits may be required.

FREIGHT & SHIPPING

FCL (Full Container Load) means you hire an entire container. LCL (Less than Container Load) means your goods share container space with other shipments.

Sea freight from Asia takes approximately 12-18 days, from Europe 30-40 days, and from the Americas 20-30 days depending on the route.

A legal document issued by the carrier acknowledging receipt of cargo for shipment, serving as a receipt, contract of carriage, and document of title.

Air freight is faster (2-7 days) but more expensive. It suits time-sensitive, high-value, or perishable goods that cannot wait for sea transit.

Demurrage is a charge for keeping a container at the port beyond the free period. Detention applies when containers are held outside the port.
